National Resistance Movement presidential candidate, Yoweri Museveni on Wednesday ordered police and other authorities to stop arresting people on idle and disorderly charges. 
The NRM leader who was addressing his supporters at Kazo grounds in Nansana Municipality, Wakiso district, tasked his aides at State House to remind him to have the law on Idle and Disorderly persons should be repealed.
The people who talked to Daily Monitor cheered his directive and complained of police “endless” harassment.
“I hear they arrest my people in Kampala on idle and disorderly charges.
‘‘I don’t want to hear it anymore. Stop arresting my people,” Mr Museveni said, adding: “my people write it down and remind me, I am going to cancel that instrument.”
The law on idle and disorderly persons states that any person who behaves in a disorderly or indecent manner in any public place, on conviction will be liable to three months imprisonment or a fine not exceeding three thousand shillings, or both.
However, Kampala Lord Mayor, Erias Lukwago has been a critique of this law which he said was enacted during the colonial days and on numerous occasions demanded to have the law repealed because it is outdated, oppressive and has contributed to the congestion in prisons.
At Kazo, Mr Museveni cautioned Ugandans on HIV/Aids and narrated how he advised his children to put padlocks on their private parts as precautionary measure.
He asked parents to sit down with their children and talk about the dangers of HIV/Aids.
Mr Museveni said in Wakiso district in every 100 people, 10 have HIV/Aids yet in Soroti and Karamoja, in every 100 people, only one person has HIV/Aids.
He said it’s the responsibility of the citizens to make sure that they don’t get infected with HIV/Aids.
