Foreign firms compete to develop Makerere land

Chinese and Korean firms are among 12 firms that have expressed interest in developing Makerere University’s idle lands, as Uganda’s oldest public university seeks to diversify its revenue basket.

The University however declined to reveal the names of the firms, on grounds that it was against procurement guidelines at the institutions.

Earlier this year, Makerere issued an advert in the media, calling on firms, both local and foreign to develop the university’s land, through Public-Private-Partnerships (PPPs).

The university land being fronted for development are found in different parts of the Makerere estate- Main Campus, Katalemwa, Makindye, Bwaise, Kabanyolo and Kololo.

Owing to the huge size of the project, it has been named the ‘Makerere University Infrastructure Development Marshall Plan’.

However, Makerere University reserves the right to determine what is built on its land; meaning, the firms will play to the tune of the university.

Facilities to be built at university through PPP include a Teaching Hospital, Students’ Resource Centre, Student Hostels at the Main Campus and Kabanyolo, a University Hotel and Convention Centre, a Centre for Innovation and Technology Incubation.

The others are a perimeter fence inclusive of commercial buildings, a transport hub, middle income apartments, luxury apartments, a Centre for Gender and Development Studies, and a facility at School of Law.

Construction is set to kickoff at the end of this year. According to Dr. Florence Nakayiwa, the Director of Planning and Development Department (PDD) at Makerere University, the 12 firms that have expressed interest to develop the institution’s land comprise building companies and transaction advisors.

“We are glad that the market is receptive to this call. We have now asked them to undertake feasibility studies of the different projects and report back by September 2014. We are optimistic that ground works will begin as soon as we have all the appropriate processes in place,” said Nakayiwa.

Prof. John Ddumba-Ssentamu, the Makerere University Vice Chancellor said the project offered the university the ultimate means to expand its constrained resource base.

“One of our major resources is land and we shall fully utilize it for all the projects. We would like to start with the perimeter wall, Students’ Centre, and the Hotel as a priority but this will also depend on the interests of the investors, “reiterated the university chief executive officer.

“When completed, these projects will save money. We spend a lot on conferences and residences for external examiners, which money can be saved if we have facilities for such activities. About 1billion shillings goes to external examiners annually and another 600m to conferences.  We intend to have shopping malls around the perimeter wall to generate more income too.”

To show how serious it is about this project, the university has even set a committee, headed by the Deputy Vice Chancellor in charge of Finance and Administration, Prof. Barnabas Nawangwe, to see it through.

Other members on the Committee include the University Secretary, David Kahundha Muhwezi; Dr. Nakayiwa; Assoc. Prof. Anthony Keraali of the College of Engineering; the Director Estates and Works Department, Eng. Fred Nuwagaba and a Legal Advisor.

Overall guidance for the project will be given by the University Council, Makerere’s supreme governing organ.

“These developments will protect the land and avail more lecture space for students,” explained Nawangwe.

This project is part a component of the Makerere University Master Plan, released in January, this year.

 This project comes at a time when Makerere is struggling to meets its financial needs. The university is yet to pay staff allowance arrears for June and July, amounting to sh7.4b.

Since the institution’s primary sources of funding are government subvention and fees, Makerere has raised tuition fees by 10% for incoming freshmen.

Makerere University has released the list of students admitted under the private sponsorship programme.

The list shows that the university has this year admitted over 21,000 students on the private sponsorship scheme in addition to the 2,000 who are sponsored by the Government.

Makerere suspends admissions

Makerere University yesterday agreed to suspend issuance of admission letters to first year students following resistance from the guild body against a proposed tuition increment.
This was reached at a meeting with the Inspector General of Police Gen Kale Kayihura, Guild president Ivan Bwowe, academic staff chairperson, Muhammed Kiggundu and the university Vice Chancellor, Prof John Ssentamu-Ddumba, after students were blocked by police from the main gate as they tried to move to Parliament to present a petition to the Speaker.
Police had deployed at the university to quell demonstrations by students. But Gen Kayihura regretted the incidente, saying students would get his support as long as their issues were genuine. He, however, warned them against using violence. The matter arises from a 10 per cent tuition increment enacted this year.

MUK don accused of acid attack freed by DPP

The Director of Public Prosecutions (DPP) Mike Chibita has discontinued the attempted murder case in which Makerere University lecturer, Dr Faizal Buyinza was accused of masterminding an acid attack on his wife Hanifah Nakyiryowa.
Buganda Road Court Chief Magistrate Lillian Bucyana on Wednesday discharged Dr Buyinza after state attorney, Ms Lillian Omara presented to court a letter from the DPP for having lost interest in pursuing the matter against the economics lecturer.
Subsequently, the Chief Magistrate who had at the previous court sitting given the state the last chance to produce more witnesses set Dr Buyinza free.
A joyous Dr Buyinza, who had been in and out of court for the last two years briefly said: “God can never forget his servant.”
The discontinuation of the criminal charges against the don came at the time when the prosecution had for the past one year failed to produce more witnesses to testify against the suspect.
Since 2011 when Dr Buyinza was charged in court, only two witnesses had so far testified against him and the last state witness testified a year ago.They included; his wife the acid victim, Ms Nakyiryowa and her father.
Ms Nakyiryowa in her testimony that she gave in June last year; accused her husband Dr Buyinza of hiring an assailant who poured acid on her which acid he said also splashed on their one and a half-year old daughter leaving them nursing serious acid burns.
She had further told court that prior to the acid attack, Dr Buyinza had threatened her life and that on the fateful day of December 11, 2011, he lured her back to his house from where someone pounced on her at the doorway before pouring acid on her.
Prosecution had alleged that Dr Buyinza who is an economics lecturer attached to the Department of Economic Theory and Analysis, attempted to kill his wife on December 11, 2011 at Mugenyi Flats, located at Makerere University. He denied the charges.
According to court documents, Ms Nakyiryowa was married to Dr Buyinza for seven years and that at the time of the acid attack, their marriage was on the rocks and that she had left her matrimonial home and was staying with a friend.
She was at the time working as a monitoring and evaluation officer with Uganda Muslim Supreme Council-UNICEF partnership programme.

Makerere University suspends issuing admission letters to gov’t sponsored students

Makerere University has suspended the issuing of admission letters to first year students who were admitted on government sponsorship fro the academic year 2014-2015.
This was agreed on during a meeting with the Inspector General of Police Gen Kale Kayihura, Guild president Ivan Bwowe, academic staff chairperson, Muhammed Kiggundu and the university Vice Chancellor, Prof John Ssentamu-Ddumba.
Makerere university students had planned to move to Parliament to present a petition to the Speaker protesting against the 10% fees increment passed by the university council early this year.
However, student were blocked by police from the main gate as they tried to move to Parliament to present a petition to the Speaker.
There was heavy Police deployment at the university to prevent students on going demonstrations led by the Guild President, Ivan Bwowe.
Gen Kayihura said students would get his support if the grievances they are protesting against are genuine but warned them against using violence means.

Burial Date for TPF Judge Juliana's Son Announced
The body of singer Juliana Kanyomozi's son is expected in Uganda this evening from Nairobi.
The cottage is slated to arrive at the Entebbe International Airport Tuesday evening at 7pm aboard Kenya Airways, according to Eddie Ndawula, the singer's manager.
"On Wednesday, a funeral service will be held at All Saints Cathedral at 10am. He will be laid to rest in Matugga, on the same day, at 4pm," he said. Matugga is the ancestral burial ground for Keron's father Mr. Amon Lukwago.
A night vigil was organized at the singer's residence in Lungujja in Kampala last evening where family, friends and fans assembled.
Keron Kabugo, 11, succumbed to asthma at the Aga Khan Hospital, Nairobi, on Sunday morning after he was transferred to the hospital on recommendations from doctors at Nakasero Hospital where he had been admitted first after suffering an attack while at school at Aga Khan Primary school.
Social media was awash with condolence messages from fans, friends and music personalities to the songstress and Lukwago, since news filtered in on Sunday morning. Her colleagues in the music industry including Ugandan artistes Moses Ssali aka Bebe Cool, Joseph Mayanja aka Jose Chameleone, Robert Kyagulanyi aka Bobi Wine and fellow Tusker Project Fame judge Ian Mbugua and Hermes Baraka used the forum to extend their sympathy for her loss.
May his soul rest in peace.

Juliana Kanyomozi son Keron dies at Aga Khan hospital

Juliana's only son, Keron, Dead.
Death is part of life, but it's only fair for your child to bury you. Juliana Kanyomozi is known as Uganda's favorite female artist and East Africa's best because of her role as a Tusker Project Fame judge. Juliana lost her only son, Keron, on Sunday, 20.July.2014. The 12-year-old was at school when he got an asthma attack.
He was later rushed to AgaKhan Hospital in Nairobi, but unfortunately, Keron did not make it. Earlier reports had indicated that the body will be in Kampala tonight, but that program has since changed.
"On behalf of Amon, Juliana and the committee. I wish to inform you of the following; The funeral service will take place on Friday morning at 9am, All Saints cathedral and thereafter burial at Mattuga, Kiryagonja at 2pm. There will be two days of mourning at the residence of Mr Misusera Kabugo in Kawuku on Wednesday and Thursday nights. Discard all previous announcements."
"Keron will be escorted by his parents from Nairobi tomorrow (Jul 22) evening aboard Kenya airways. THIS IS THE FINAL ANNOUNCEMENT concerning burial dates. RIP KERON," Roger Mugisha noted on his wall.
Most of Juliana's fans and friends have changed their profile pictures to Keron's as a way of paying tribute.

Gulu University, Uganda

Gulu University was opened by the Government of Uganda in October 2002, following its statutory establishment as a corporate entity under Sections 22(1), 23(1), 24(1) and 25 of the University and Other Tertiary Institutions Act, No.7 of 2001 (as amended by Act No. 3 of 2006). AG backs Prof. Ndiege return to Kyambogo

The Attorney General (AG) has advised the Kyambogo University leadership to avail the institution’s former Vice Chancellor (VC) Prof. Isaiah Omolo Ndiege an opportunity to be reappointed.

In a legal opinion dated June 13, 2014, addressed to the Minister of Education and Sports, Jessica Alupo and copied to the Kyambogo, AG Peter Nyombi advised that the University leadership in considering Ndiege for re-appointment should first evaluate his past performance before considering to subject him to  the rigors of a search process.

As such, the Attorney General advised that Ndiege should be given priority over other applicants, in the university’s search for a VC.

Interpreting provisions of Section 31 (3) of the Universities and Other Tertiary Institutions Act, Nyombi noted that:

“The holders of the office of the VC shall be eligible for re-appointment for a second term of four years after the first four years have expired, unless he/she is indicted and found liable under the provisions of S.55 (1) of the Universities and other Tertiary Institutions Act for misconduct or inability to perform.”

In the absence of such an indictment, Nyombi said “the incumbent VC can only be subjected to a formal assessment reviewing the candidate’s past professional performance, activities and achievements, and analysis of his or her contributions.”

“Where the assessment finds merit in his performance, leading to the likely renewal of the appointment contract, the VC becomes and should be eligible for re-appointment for one more term subject to his expression of interest,” explained Nyombi.

“It is therefore my considered opinion, that the VC should be assessed for his past performance before other applicants are considered. It is only if the search committee and indeed the Senate find his past performance wanting that other applicants can be considered for the position.”

The above reappointment criterion notwithstanding, Nyombi further stated that the practice in Uganda, such as Gulu University, has been that the serving VCs are recommended to the Council for renewal of their term in office for another term.

On that background, Nyombi said Prof. Ndiege should equally be accorded the benefit of the practice of incumbent VCs being recommended to the Council for re-appointment. 
      
Nyombi also quashed an earlier legal advice Kyambogo University Secretary Sam Akorimo sought from private advocates, on grounds that article 119 (4) (a) of the constitution gives the Attorney General mandate to give legal advice and services to government on any subject.

“The advice sought from private practitioners when the principal legal advisor is the Attorney general is therefore not binding and is of no consequence and should not have been relied on by the University Council,” said Nyombi.

Prof Ndiege’s term in office as the VC of Kyambogo University expired on January 12, 2014 and is eligible for re-appointment for one more term.

Uganda Revenue Authority: Car Registration Simplified in Uganda


Uganda Revenue Authority (URA) has effective 1st of July 2012 rolled out a new way of registering, transferring and deregistering vehicles from Uganda to other countries. The same sytem helps car owners with getting duplicate number plates in case the first one got lost.
This registration applies to all vehicles that were registered earlier and those that are being imported into the country. Cars that are already in use will have to be registered from the URA website(ura.go.ug)by clicking how to validate your existing vehicle or registering a new vehicle with the help of a 10 digit TIN number.
A form will appear in which all particulars of the vehicle have to be entered, submitted to which a receipt will be issued. Once the details submitted match with those in the URA database, the old log book will then be withdrawn and replaced with a new one. It is even easier for imported cars because a clearing agent will be the one to do that.
Registering of cars is free and for the new ones, import and registration dues will apply. Motorist now have one year from the above date to effect the change over from the old log-book to the new one.
The Acting Commissioner Domestic Taxes Henry Saka appealed to motorists to comply within the one year to avoid impounding of their vehicles.

Makerere University kitchen staff demand sh2.5b terminal benefits

Makerere University kitchen staff, recently redeployed to other departments by the administration, have petitioned court demanding sh2.5b terminal benefits.

Last week, they filed a suit against the university at the civil division of the High Court in Kampala.

They are protesting a move to introduce outside catering services, before payment of their terminal benefits.

The aggrieved staff, numbering 237, are protesting the university administration’s move, saying it is a breach of contract.The redeployment letters are dated June 17, 2014.

The university has nine halls of residence, with three for female and the rest for males.

The  suit was jointly filed by the staff umbrella workers entity National Union of Educational Institutions of Uganda, Makarere University, and National Organisation of Trade Unions.

“The plaintiff members employment contract was breached by the defendant posting them to new departments but under different job descriptions which is contrary to the appointment and in contravention of the employment laws,” the plaint reads in part.

Through Waluku, Mooli and  Company Advocates, they contend that they learnt about management’s move in an advert placed in the Daily  Monitor newspaper dated February 15, 2014.

The notice contained a detailed outlay of outsourcing of catering services in the halls of residence.

Subsequently, the umbrella workers entity queried the administration, which promised to address their grievances.

The workers lament that they are redundant and unable to perform in the new postings, as they lack requisite professional knowledge, skills, and expertise in the new appointments.

Additionally, they are demanding that the university be condemned to costs of the suit, and an  interest from the date of judgment until full payment.

Court documents show that in a letter dated May 19, 2014, the university’s human resource office, communicated to the staff chairperson the decision on the fate of  his colleagues.

Consequently, the staff union petitioned the Labour ministry in a letter dated June 13, 2014. The ministry responded five days later, with a promise to intervene.

Court has asked the administration to file its defence within 15 days from the date of receipt of the summons.

In the summons signed by the court’s assistant registrar Eleanor Khainza, dated July 15, 2014, the administration has been cautioned to heed, lest judgement is passed without its input.

The office of the university secretary David  Kahunda, has confirmed receipt of the court summons. New Vision has seen a copy of the summons received by the office, stamped and dated July 16, 2014.

The staff have also filed an application to block the administration from effecting its plans, pending the hearing and determination of the main suit.

Court is yet to set a hearing date.

Makerere students demand fees increment review


KAMPALA - A group of students from Makerere University have presented a petition to the university council requesting them to revisit the 10% fees increment policy.
The students, in a peaceful demonstration on Monday,  asked the university council to halt the 10% policy execution which if passed, takes effect in the 2014/2015 academic year that starts in August.
In a dialogue with the students’ guild last week, the university Vice Chancellor Prof. John Ddumba Ssentamu told the student leaders to write to the council requesting for the revocation of the tuition increment.
“The university council takes the decision to increase fees and not the Vice Chancellor,” he told them.
On Monday, Ivan Bwowe, the university Guild President, called on the university to conduct a thorough forensic audit to ensure that the funds collected over the years have been properly accounted for and used for the intended purpose.
“We demand that management first justifies the proposed increment to council and to the students,” he said.

In the petition, students are demanding that the council involves the government in managing the financial shortfalls in the university rather than always passing on the burden to the students.
Regional police commander for Kawempe metropolitan north, Steven Tanui was at the scene. He urged students to continue holding dialogues with stakeholders rather than demonstrating because "demonstrations do not yield anything".
“You should not destroy university property because it is yours,” he told the students.

The university’s deputy spokesperson, Marion Alina, declined to give a comment on the matter, saying she has not yet received formal communication from the university council.
Edward Bukenya, a first year student who had requested for a dead year due to lack of tuition, said the fees increment is unfair to the poor students like him who struggle to pay their tuition.

Conservationists battle Makerere University over dirty birds

Makerere University estates department is cutting down trees that marabou storks commonly known as karoli also call home, setting a stage for conflict with wildlife conservationists.

While university authorities say they were cutting down trees that have out-lived their usefulness and they are posing danger to the buildings, conservationists fear that the move has endangered marabou stocks. The marabous eat solid waste and they are also referred to as dirty birds.

“We are cutting down trees that are more dangerous than useful,” said Barnabas Namangwe, the deputy vice Chancellor in charge of Finance and Administration at Makerere University. “The tree species are also being replaced with similar species.”

The conservationists led by Nature Uganda, a partner of BirdLife International say the motive behind the indiscriminate cutting down of trees at Makerere University is to chase marabou storks. They say they have had meetings with the estates department of the University in which the managers overseeing the tree cutting operations said they are chasing marabou storks.

“The massive tree cutting of trees is meant to chase marabous,” said Michael Opige, the programme manager, adding, “they even assured us that they were going to poison the birds incase tree cutting fails to chase the marabous.”

Opage wondered how Makerere University, which should be promoting conservation ethics, is cutting down the trees. “If they want to chase marabous they should clean up,” he said, adding the marabous keep going to Makerere because of the unclaimed solid waste. “The marabous will perch and breed on the tall buildings if the trees are no longer available for breeding.

In a separate interview, Mathias Mulumba, the head for Centre for Participatory Research and Development, a non-Government Organisation said Makerere is one of the few remaining places covered with indigenous trees in Kampala.

“Makerere should lead by example by preserving nature within the university premises,” said Mulumba, adding that the estates managers blame the marabous for causing blackouts when they land on power lines, which electrocute them. “The solution lies in pruning trees not to cut them down.”

The New Vision conducted an on ground assessment and encountered a few old trees among the felled trees but most of the rest were still in their prime raising questions why they were cut down.

“We have a few cases where there is indiscipline,” said Mawungwe. “There are cases where the people cutting down trees do not follow instructions and go beyond the limit.”

He added, “An audit is going on and we have an environment officer in the estates department who conducts the assessment before the trees are cut down.”

In Kampala, the breeding population has increased from 11 pairs in 1969 to over 500 pairs breeding population 2007, according to Achilles Byaruhanga, the head of Nature Uganda. Makerere University is one of the main breeding grounds for marabou storks.

Two decades ago, Kampala City Council (KCC), which was recently renamed Kampala Capital City Authority (KCCA) was also engaged in massive tree cutting and poisoning of marabou storks. After pressure from animal rights groups, KCC dropped the idea and KCCA is making headway in cleaning up the City.

MAKERERE STUDNETS STRIKE OVER 10% FEES INCREAMENT

MUK STUDENTS STRIKE OVER TUITION INCREMENT.. They are striking against an increment in their tuition fees by 10%. Their teachers and other university staff are about to go on strike to also get a salary increment. The staff is supporting the student and has demanded that the university listens to them. The students have in the past have supported the staff demanding that the university listens to them. The paradox of these strikes is that what the students are protesting against is what could ideally be the solution to what the teachers are striking for (a salary raise).
Strikes are a protest to push for an agenda when negotiations fail. In work settings people get into strikes for the purpose of getting better conditions are work. The labor professionals call it industrial action. In school settings students may also strike to get better condition although sometimes there have been cases of students striking on trivial issues.In the last year we have seen strikes from teachers, doctors, students and lecturers. They have gone on strike for different reasons. The salary disputes are the main reasons for those who work. For the students, protests against fees hikes are some of the reasons why they go on strike.Strikes do achieve the purpose of going to strike. But along the way they also cause damage in various proportions. For the more civil strikes they usually get no work done and this affects service delivery. In schools and universities, if teachers strike, we notice that students will not complete course on time and so they will be half baked in the courses that are taught in halves. In hospitals, patients could die or suffer incessantly because doctors are not available to treat them.
For these reasons strikes need to be controlled. To control strikes the parties engaged in dispute should work together to make sure it does not reach the point of a strike only in the interest of themselves and the country. Chest thumping is not a solution. When it comes to salaries, if any promises are made by managers or government to workers, they should deliver them to avoid strikes. The same can be said of students and university administrations.Strikes can also be very destructive especially if the striking people get rowdy and start destroying various things in their midst. That is another aspect that needs to be considered when looking at the value of strikes. The monetary and physical loss that strikes cause need to be taken into account by both striking groups and those they are striking against. In the past students strikes have been dispersed by tear gas which has health risks for students. Sometimes the students have gone to destroy cars, shops and other installations to put their points across. The costs of this can be phenomenal.For these reasons, strikes need to be addressed before they take place. It can be seen that strikes usually occur when agreed positions are diverted from. If the agreements reached before strikes are kept to the word,strikes would be averted.

Body of Juliana's son to be flown home Tuesday

KAMPALA - The remains of the son of Ugandan singer Juliana Kanyomozi will be flown back home from Nairobi on Tuesday, according to a programme from the family.

Tributes have continued to flow for Keron Raphael Kabugo who died at Aga Khan Hospital in the Kenyan capital on Sunday after suffering an asthma attack.

After the attack a fortnight ago, family sources said, the 11-year-old boy then developed severe pneumonia, with his lungs badly infected.

His grieving mother has described him as a “fighter” and says she will try to be as “strong as I possibly can”.

Mourners are keeping vigil at Juliana’s home in Lungujja, Kosovo, hours before the arrival of the body.
Juliana is in Nairobi with Amon Lukwago (Keron's father), and they will fly back to Uganda with the body of their son on Tuesday at 7.00pm local time.

‘Loved dogs and art’


Family and friends started collecting at the musician’s home as early as 9.00am local time Monday, and the mood was and is still understandably somber.

Juliana’s brother, Eddie Kim, who is at the home with other mourners, fought back tears as he spoke of how his deceased nephew loved dogs and fellows kids.

“He was an intelligent and hardworking boy. He loved video games, football, art [drawing] and writing,” he told New Vision.

“He loved dogs and fellow kids.

“His dream was to become an artist.”

Juliana said her celebrity status did not stop her from being a good mother
One of Juliana’s long-time friends, with whom she worked at Capital FM in Kampala, said she understands “the pain she is going through as a mother”.

‘We are here to support her. Juliana loves people but I know she loved her son so dearly,” she said.

There will be a funeral service at All Saints Cathedral in Kampala at 10.00am local time on Wednesday.
Burial will take place on Friday in Matugga at 4.00pm (EAT).
'Intelligent, good boy'
Little Keron's grandmother says she will miss "my handsome intelligent boy" with whom they shared a strong bond together.
The pain in her voice was clear as she told New Vision of the times she and Keron would chat and eat together.
"By just looking at him, I could tell he would grow into a handsome man. He was a good boy. A listener. Respectful," she said.
She remembered that day, two weeks ago, that would be the start of the last days of the vibrant Keron.
"Two weeks ago, he came back home from school and complained to me that he felt pain in his lungs. I asked him how he could tell that it was the lungs, but then he insisted. So we eventually took him Nakasero Hospital at 3.00pm. He was checked and  put on oxygen. We left the hospital at 9.00pm that same day after assurances from the medics that the boy would be okay."
But later that evening, Keron's condition worsened and he was admitted at the same hospital, where, after thorough diagnosis, was found to have pneumonia.
Meanwhile, Keron's grandfather (Amon's father), says he will miss him so much. He says he had wanted Keron to be his heir. The two never met often, but the old man says he loved and cherished the few times Keron visited him on occassions like parties.

Mayor Banned in all Pubs Around the City

Tory councillor Wayne Ronayne has stepped down from his position as Mayor of Gosport after just 40 days in the role, after being banned from all 36 pubs in the town.
The unfortunate series of events that led to his resignation began on the very night he was elected into office.

As you’d imagine councillor Ronayne was rather chuffed about his new position of power, and decided to celebrate with some friends and family.
The councillor did what any self-respecting everyman politico would do, and headed down to the local Wetherspoon’s owned pub, The Star.
But according to the local paper The News, the mayor’s celebratory drinks soon turned sour after the pub asked the group to leave. Eventually they did, but only after an argument which culminated in the police being called, and the mayor’s wife Paula Carter apparently pulling the ‘don’t you know who I am’ card before saying she could have the pub closed down.
Things got worse when the the manager of The Star lodged a formal complaint, as did Nelsons bar, another pub a few yards away which the group tried to enter after being chucked out The Star.
Following the complaints Pub Watch handed councillor Ronayne a six month ban from all 36 pubs in the town, while his wife was banned for 12 months.
Despite the allegations and his resignation, councillor Wayne Ronayne claims he’s guilty of no wrongdoing: ‘I was sober when I arrived and sober when I left.’
